Command identifier 'l': Lock
The l command can be used to lock memory areas

(RES, EPC, TID, USER) of a UHF data carrier against write
or read accesses, as well as any other accesses.
Depending on the security level, the memory areas can
only be password-protected or completely locked.
The m and a fields are used to specify which

memory areas are to receive a new l
