Check that the ratchet mechanism works properly and is seated
securely
Check footrests for damage
Visual inspection of all moving components, especially cabling -
check for damage

Wheels must rotate freely and without axial run out
Mounting nut tightened
Proper condition of the padding
Seat belts must not be worn
