5.1.5.2 Filling and emptying

(1) Those who fill or empty a system must monitor this process and comply with the following
specifications before beginning work.
(2) Before filling, check whether the medium to be stored is approved and matches the labeling
on the tank, and that the filling temperature is not above 40 °C. Furthermore, check how much
of the liquid to be stored the tank can hold and that the limit value sensor and the overfill guard
are in good working order.
(3) With the exception of the tanks specified in (5), the filling and emptying mustbe carried out
via permanently connected lines (pipes or hoses), unless otherwise specified by the water and
work safety regulations.
(4) The tank system may be filled with EL-grade heating oil as per DIN 51 6U3 or diesel fuel as
per DIN EN 590 via permanently attached pipelines or hoses from tank vehicles or removable
tanks using a pump with a transfer rate of up to 1200 l/min and a zero transfer pressure of up to
10 bar overpressure if it is equipped with the following devices:
– Filling system (filling, ventilation, emptying) as per Section 5.1.1(4),
– approved limit value sensor.
(5) The tanks may be filled as individual tanks for the storage of EL-grade heating oil and
diesel fuel from tank vehicles or from removable tanks in a full hose system with a self-actuating
transfer valve and filling rates below 200 l/min with the media running freely.
(6) All filling procedures must be comprehensively monitored.
5.1.5.3 Further specifications
When storing used lubricating, hydraulic, or thermal oils, the tank is operated as a collection
tank with a connection piece for securely connecting a permanent pipeline or a removable line
for use by trained technicians (not by everyone).
5.2

Maintenance and repair

(1) The operator of a storage facility is obliged to employ for maintenance and cleaning of the
containers only those businesses which are specialists for this work as defined in Section 19 I of
the German Federal Water Resources Act, unless these tasks are exempted by state regulations
from requiring specialist companies.
(2) Deviating from Paragraph (1), maintenance tasks may also be carried out by the tank
manufacturer's own technical personnel.
(3) For maintenance and repair, materials as specified in Appendix 3 must be used.
(4) Measures to remedy damages should be decided in consultation with an expert in water
regulations or the certification agency.
(5) Cleaning the tank interiors (e.g. for an inspection) using cleaning agents that corrode the
surface of the tanks is prohibited. The accident prevention regulations and the applicable
regulations for use of chemical cleaning agents and the disposal of cleaning waste must be
observed.
