the next QCE ID is not specified and if existing QCE is modified, QCE will
be in the same location in the list. To modify and move the entry to last in
the list, use the word 'last' for <qce_id_next>.

Port List: "port <port_list> or 'all'", default: All ports
Frame tag: untag|tag|any
