DTMF: Set a DTMF ID as the default call ID for the

scan list as Priority Channel. If only Priority
Channel is set, 50% of a radio's scans are on
Priority Channel during scanning.
This op on de nes the response from the
transmi er upon PTT press on the current
channel, in order to prevent the user transmi ng
on channels that are already in use.
