(4) If the alarm goes off or a leak is detected, the system operator must notify a specialist firm
(e.g. the installation firm) without delay, have them identify what caused the alarm and
remedy the issue, in accordance with Annex 1.10. If broken seals are identified either on the
leak indicator or the connecting lines and armatures, or the stored substance is detected in
the liquid stop valve, the container must be emptied as quickly as possible. It may be refilled
in consultation with the competent expert in water management legislation or with the
certifying agency after damage has been repaired.

Filling and emptying

5.1.4.2
(1) Whoever fills or empties a system must monitor this process and must comply with the
following provisions before beginning the work.
(2) Before filling, a check must be carried out as to whether the substance to be stored
corresponds with the marking on the container and that the filling temperature does not
exceed the maximum operational temperature by more than 10 K (see Section 1 (3)). A
check must also be carried out to establish how much stored liquid the container can
accommodate and whether the limit indicator and/or overfill protection mechanism is working
properly.
(3) With the exception of the containers listed under (5), the containers must be filled and
emptied using securely attached lines (pipes or hoses), unless otherwise specified by water
and occupational safety regulations.
(4) The container system can be filled with heating oils and diesel fuels pursuant to
Section 1 (3) a) to d) from road tank vehicles or portable tanks by way of securely attached
pipelines or hoses and using a pump with a delivery rate of up to 1,200 l/min and zero feed
pressure of up to 10 bar overpressure, provided it is fitted with the following components:

Filling system (filling, ventilation and deaeration, emptying) pursuant to Section 1
Paragraphs (6) and (7)

Limit indicator with a usability certificate from the building authorities.
(5) When used as individual containers for storing EL heating oil and diesel fuel, the
containers with a nominal volume of 1,000 l must be filled from road tank vehicles or portable
tanks with a full hose system using an automatic shut-off valve at free-flow fill rates below
200 litres/min.
(6) Filling must be fully supervised.
Additional provisions
5.1.4.3
When using containers to store used lubricating, hydraulic and heat transfer oils, collection
containers with nozzles for secure connection of a permanent pipe or removable line shall be
used by trained technicians (not by just anyone).
5.2
Maintenance, servicing
(1) When maintaining and cleaning the containers and pipeline system, the storage system
operator is obliged to commission a specialist firm, within the meaning of § 3 of the Ordinance
on Facilities Dealing with Substances Hazardous to Water of 31 March 2010 (Federal Law
Gazette I p. 377). This does not apply if this type of work has been excepted from the
specialist requirement by state regulations.
(2) By derogation from Paragraph (1), maintenance work may also be carried out by trained
staff employed by the container manufacturer.
(3) Materials used for maintenance/servicing must be compliant with Annex 3.
(4) Measures to correct damage must be undertaken in consultation with a competent expert
in synthetic materials
