Bits 0  3 specify the type of container requested:
0x00: Idle, no request
0x03: Parameter container for SDO
Bit 7 (Toggle In): Toggle bit, the gateway inverts the bit and sends it back.
Bits 8  11 specify the type of container requested:
0x00: Idle, no acyclic operation
0x01: acyclic access to the AED/FIT station (read parameters)
0x02: acyclic access to the AED/FIT station (write parameters)
