Configuration of the GPIO-Connection (Pin 1)

This pin can be configurated as an input or output pin.
Value 0...28 => Connection is an OUTput and responds to
functions 0 ... 28.
Value 100 ... 128 => Connection is an Input. When activated,
(pulled to Ground) function 0...28 is switched on.
The decoder behaves, as if he had received the function through
a DCC-Packet.
