The M260TE mobile terminal status LEDs are described below.
On LED is green:
On LED is blinking green:

15.1.8 Inserting and removing the mobile terminal into/from the docking station

Push the mobile terminal straight down when inserting it into the docking station. Pull the mobile terminal
straight up when removing it from the docking station.

or is just starting.
The on LED ist blinking green, when device is in supsend mode.
