T-piece

Guide the R.A.T. axle through the frame/fork and wheel

with the lever in the open position until the T-piece at the
end of the R.A.T. axle penetrates the insert on the other side.

to lock the system in place.
R.A.T. thru-axles are sold under licence in the UK (UK patent G B2414971B)
Insert
T-piece
Turn the lever 90° clockwise until the T-piece hits the insert.

The axle should turn easily and no longer be able to pull out
of the frame.
Lever
Rotary wheel
If the lever does not apply clamping force towards the end

of the movement, you need to increase the tension. This is
done using the rotary wheel under the lever. Open the lever
and increase the tension until the lever has enough clamping
force and can be closed hand-tight.
