Modify the IT policies that disallow third-party application downloads.
For BlackBerry Enterprise Server 4.1
Step 1: Modify the Disallow Third Party Application Download policy
In BlackBerry Manager, in the left pane, click BlackBerry Domain. On the Global tab, click Edit Properties. In
the left pane, click IT Policy, then in the right pane double-click IT Policies. In the IT Policy Name column,
double-click the IT policy that the BlackBerry smartphone is in. From, the list of Properties (left pane), select,
Security Policy Group. In the right pane, double click Disallow Third Party Application Downloads and change
the value to False. Note: The default setting for this policy is False.
Step 2: Modify the FIPS Level policy
In BlackBerry Manager, in the left pane, click BlackBerry Domain. On the Global tab, click Edit Properties. In
the left pane, click IT Policy, then in the right pane, double-click IT Policies. In the IT Policy Name column,
double-click the IT policy that the BlackBerry smartphone is in. From the list of Properties (left pane), select,
Security Policy Group. In the right pane, double-click FIPS Level and change the value to FIPS 140-2 Level 1.
Note: The default setting for this policy is FIPS 140-2 Level 1.

2. Expand Policy > Manage IT policies.
3. Select, the IT Policy the
user is assigned.
4. Click Edit IT policy.
5. Click the Security tab.
6. Set, the Disallow Third Party
Application Downloads to No.
7. Click Save All. Note: The default value of this policy is No. Step 2: Modify
the FIPS Level policy
1. In BlackBerry Administration Service from, BlackBerry solution management.
2.
Expand Policy > Manage IT policies.
3. Select, the IT Policy the user is assigned.
4. Click Edit IT policy.
5.
Click the Security tab.
6. Set, the FIPS Level to FIPS 140-2 Level 1 compliance.
7. Click Save All.

If you used the Backup and Restore tool or the Device Switch Wizard in BlackBerry® Desktop Manager to
transfer data from an older device, some of the security certificates required to download content may have
been overwritten with older certificates.
Resolution:
Step 1: Backup the BlackBerry smartphone using the BlackBerry Desktop Manager Open BlackBerry Desktop
Manager. Connect the BlackBerry smartphone to the computer. Open BlackBerry Desktop Manager.
Double-click Backup and Restore. Select Backup. Choose a location to save the backup file, then click Save.
Step 2: Clear the Certificates Database In the BlackBerry Desktop Manager, double-click Backup and
Restore. Select, Advanced to backup specific databases. Select, File > Open. Select, the .ipd file and click
Open. In the left hand pane, highlight the Handheld Key Store database, then click Delete.
